ADBL Issues 35-Day Notice Ahead of CIB Blacklisting

Kathmandu: Agricultural Development Bank Limited (ADBL) has issued a 35-day notice to borrowers who have failed to repay their outstanding loan obligations, warning that it will initiate blacklisting procedures through the Credit Information Bureau (CIB) Limited if the dues remain unpaid.

The notice was published by ADBL’s Madhesh Province Office, Birgunj, Parsa, on Ashwin 20, 2083 (October 6, 2026).

According to the bank, the concerned borrowers had taken loans for various purposes but failed to settle their outstanding principal, interest, and penal charges despite repeated efforts by the bank to recover the dues.

ADBL stated that it had already made repeated verbal follow-ups and issued written demands. The bank had also previously published a 21-day public notice through newspapers, but the outstanding amounts remained unpaid.

35-Day Deadline for Settlement

The bank has now provided the concerned borrowers with 35 days from the date of publication of the notice to clear all outstanding loan liabilities.

If the borrowers fail to settle the full amount within the specified period, ADBL will initiate the process of blacklisting through Credit Information Bureau (CIB) Limited.

The proposed action will not be limited to the principal borrowers. The bank has warned that the blacklisting process may also apply to firm proprietors, partners, company directors, mortgage consent providers, and personal guarantors associated with the respective loans.

Action Under Banking Laws

ADBL said the notice has been issued in accordance with Section 57 of the Banks and Financial Institutions Act (BAFIA), 2073, directives issued by Nepal Rastra Bank concerning the Credit Information Bureau, and the bank’s Loan Recovery Regulations.

The bank has also clarified that blacklisting will not be the only remedy available to it. If the outstanding dues remain unpaid, ADBL reserves the right to initiate additional legal recovery proceedings under prevailing banking laws and regulations to recover the outstanding principal, interest, penal charges, and other applicable dues.

The notice therefore provides the concerned borrowers, guarantors, and other parties with a final 35-day opportunity to settle their liabilities before the bank proceeds with CIB blacklisting and further legal recovery measures.
